Secretary of Defense Chuck Hagel proposed a plan to reduce U.S. combat ready troop forces to 450,000, the smallest since World War II. Ugandan President Yoweri Museveni signed into law a bill that would further criminalize homosexuality. The new law would allow sentencing those who engage in homosexual activities to life in prison. The US is Uganda's largest donor, sending more than 400 million dollars in aid annually. Will this harsh legislation jeopardize U.S.-Uganda relations? We talk to Jendayi Frazer, former U.S. Assistant Secretary of State for African Affairs. She's currently a Distinguished Public Service Professor at Carnegie Mellon University
